At last the mystery is revealed!

The song is a Romanian pop song and an American guy named Gary Brolsma was goofing around on his videocam one day and became famous.  Here is his fan site  where you can see the video.  They have some other versions there including Numa Reoladed, a Lego version, and the original music video by the real band.
